When installing the Apache HTTP Server you are asked to provide the
Network Domain (e.g. somenet.com), the Server Name (e.g.
www.somenet.com) and the Administrator's Email Address (e.g.
webmaster@somenet.com)

When you are installing locally, for development purposes, is there any
meaning to these entries? Should all three entries be based on
localhost or does it even matter what they are?

It doesn't matter that much.
You can use localhost or the name of your machine in
your local area network. The domain is only important
if the canonical server name is used
(as in UseCanonicalName On).
localnet is fine as a domain.

There is useful comment in httpd.conf to help you.
My advice would be to spend a few hours reading
httpd.conf after the installation, look up in the
manual what is unclear and fine tune what you think
could be done better.
